Overseas Governments are all well and good, slow, don't want to spend their money, and say it is not their problem.

I am suggesting NGO's get together to remove the "plastic island" and WE can be part of it.

All NGO's and if talked to eachother, the job would be done before any government even looked at a "white paper".
