My view is neither size nor cost should be an issue for PD into WWTPs in first world countries.
The recent Qatar deal for CTM would suggest that assessment would be correct:

Presumably at some stage we get news of agreement with Strathkelvin to see an integrated solution being offered to market. Quite clear they are offering a long term archival system that should run alongside real-time detection. Would seem to make sense for both to be offered together at least for key sentinel sites.
