Cause it can be in lieu of salaries, I see figures many times larger in silicon valley companies I work for .

£1.65 divided amongst execs and staff and depending on the vest period (typically two years minimum) is reasonable to me, if you want to attract and retain top talent then you need to be willing to offer equity

Point 9 is fairly standard to me in the corporate world to rewards execs and staff for hard work, ultimately shares are good providing they are released over a period of time i.e. 4 years as this motivates staff and makes them want to stay
