Control energy market: new tender conditions.
With the stipulations of June 13, 2017 (BK6-15-158-159), the Federal Network Agency facilitates access to the balancing energy market - for renewable energies, storage and taxable consumers. In addition, the changes will help harmonize tendering procedures and simplify participation.
Since 12.07.2018 new tender conditions for secondary control reserve and minute reserve apply:
Change to the daily calendar,
Standardization of production times to 4 hours,
Setting the minimum bid size for participation in the tendering procedure of MRLs and SRLs to 5 MW (positive and negative),
Derogations from which a minimum bid size of 5 MW may be waived,
Offer increment 1 MW,
Freedom to pool facilities for the provision of SRLs and MRLs within the same control area when making the offer,
Possibility to secure investments not only within the control area but also across control areas.
If you are already a participant in standard service tendering for SRL and MRL, you will be confronted with process changes, with contractual adjustments (should you, for example, act as a service provider) and generally with organizational or coordination costs. You may need new or additional price forecasts, and you may need to adjust your bid strategy / position. You may also want to use newly granted freedoms, which could mean adjusting your collateral concept.
On the other hand, if you are considering a first-time participation in SRL or MRL tenders due to the simplified market access, then you should focus on business models, strategies, processes and IT support.
