At this juncture, the SP is prophetic IMO. This gets done...but when, and at what cost to near/mid term shareholder value.

It all comes down to mitigating creditor risk and collateralizing debt.
"a big chunk of equity" may be a funding prerequisite unless HMT underwrites a big chunk! The new financial institution will require comfort that collateralizes the ever increasing debt pile on the way to production thereby mitigating the risk an ever increasing leverage ratio brings to them lest there's a shock.
Our current assets don't quite do that, but with our current assets...a chunk of dilution (in any form)...an HMT underwrite...and financing for the increased capital funding requirement, funding should get done....but at what cost to previously expectations regarding shareholder value.

Your "could still involve an IPA guarantee 33%"...whilst the 'genius' Milo may well agree, for the hundredth time...where you sheeple get the 33% IPA support notion, such has never been expressed (other than on this BB).
Having said that, I wouldn't be surprised if a roughly 33% underwrite comes to pass...a SIGNIFICANT government underwrite may well be a way of collateralizing debt without the requirement (as I see it) for SM to mitigate the ever increasing leverage ratio on the way to production (by dilution or other means) and would play directly into the new "alternative SENIOR DEBT structure"
The newly proffered 'financial institution' may give HMT prerequisite comfort!

Keep trying Scotty, you're just about there...It's all about mitigating the ever increasing leverage ratio (shoring up the balance sheet) towards production which you and all others completely dismissed when I first pointed out that it's the underlying issue that creditors had...and which subsequently appears to be playing out.
