The fail comes because the bod haven't explained the parameters of the ndas. Neither have they given a quantum on the potential value of what is being sold. Would have preferred an open market sale for transparency. I don't really agree its giving up negotiating position. We had a situation where there were proposals in the plural. Now we don't know if we have even one in the offing.
