This article refers to a change in the US with regards to changes to export rules relating to defence equipment. I have reflected on all the posts on whether there should be changes to the senior management of HARL. I have come to the view that the most prudent course would be to wait until October and ame a decision then. If need be we can, if there is sufficient support to do so, requisition an EGM. My reasoning is that the 2023 FY accounts must be filed with AIM by 30 June which is about six weeks away. I know that it is technically possible for an exension to be granted but I am not sure that an extension can be granted for a reason not connected with the preparation of the accounts. This will tell us if losses have at least stabilised. Then by 30 September the 2024 interim results must be filed with AIM. These results shoul show if HARL is on course to meet 2024 revenue expectations. The difficulty with the interims is that in previous years income has been backloaded to H2 which makes coming to any conclusions on 2024 FY income problematical.
So by 1 October there will be information to see how HARL has performed this year. As things stand I should be able to attend the AGM this year and I have not decided whether to make a protest vote. It may be that a protest vote at the AGM on the reappointment of JW and AR would be better course of action. That way JW would be on notice that he needs to communicate more effectively with shareholders. Then if there is no change the quesion can be revisited next year.
Lottie123 ref 17.20 post So we could get a motion on the agenda but do we have suitable replacements as if you put the motion up and pass we want to make sure that four or five years later we are not in the same place. If I can lay devil's advocate for a moment. Why are we talking about replacing JW and/or AR is it the strategy or the execution of the strategy. We need clarity on that. I agree that the communication with shareholders is not good and needs to be improved. I also believe that execution of the strategy may not have always been optimal but I am of the view that removing JW and/or AR may not be wise at this stage. I would suggest waiting to see what the annual report and accounts says and if there is no comprehensive trading update at the same time revisit the issue.
If any attempt to make changes amongst Senior Executives we need to ensure that we have suitable replacements. It is worth noting that JW joined after a previous shareholder revolt. We need 5% of the shareholders by shares to put a motion on the agenda for the AGM. Do we have enough shares to get a motion onto the agenda for the AGM. Also I would caution against proposing a motion unless we are sure that the motion would pass and we have suitable replacements.

Xenor ref 12.03 post you make a fair point especially as both directors and the Person with Significant Control are all Spanish. That said as a legal matter Navantia UK is a separate legal person to the officers and as a result it does not derive its nationality from that of its officers. Echandia, the Swedish maritime battery system supplier, has received an order from รRESUNDSLINJEN for the conversion of the ferry Hamlet into full electrical operation. The battery system is scheduled for delivery in the first half of 2025.
Operating on the Helsingรธr โ Helsingborg route, Hamlet traverses the รresund strait up to 8,000 times annually. The battery system is tailored for a minimum operational lifespan of 10 years without requiring battery replacement. Furthermore, the battery can be recharged in both ports in as little as 11 minutes on average.

Sachyboo ref 08.21 post I agree I think that Navantia will want at sometime in the future to contract with the MoD on its own so it would be in their own interests for FSS to be a success. The problem is that the MoD does not stand up to BAe or BAB. They talk tough but quietly cave. If FSS is completed on time or early this would put pressure on BAe and BAB to start performing better.

Also there is this from column 507 from the speech from Mark Francois refferring to the new procurement model
'I note that the dynamic head of Defence Equipment and Support, Andy Start, when speaking at the Royal United Services Institute recently, explained that the reforms began in March and that the operating model will reach what he calls a โminimal viable productโ by the autumn, with the whole programme in full flow by next year. As someone who has previously expressed a great deal of frustration about the bureaucracy and tardiness of our procurement system, I can only wish the Minister for Defence Procurement and the head of DE&S Godspeed in implementing these reforms as fast as possible, particularly as the international outlook continues to worsen. We urgently need a sense of urgency, as it were, and it appears that, finally, we are starting to develop one.'

In summing up the Minister said this 'The hon. Member for Strangford (Jim Shannon) is a strong advocate for the defence enterprise in Northern Ireland, and his part in particular. He rightly highlighted the further opportunities in Northern Ireland, which I know about full well as a former Northern Ireland Office Minister and Chair of the Northern Ireland Affairs Committee.' He however failed to expand on the Defence Secretary's comment about how much will be spent in Northern Ireland. I suspect that the Secretary of State might be the last witness before the Nortern Ireland Affairs Committee inquiry into defence spending in Northern Ireland and if that is correct Jim Shannon will no doubt press on that. I should be able to watch the next hearing.

I havejust checked the Order Paper for today. Unless we have any Ministerial Statements or Urgent Questions then the debate will start around 3.40pm and is scheduled to finnish at 10pm. So looks like a good five hours of debate. Despite her interest in the matter I would not expect the Leader of the House to take part. As I said in my 3 May post I am expecting the following to be bought up

Consuela ref 14.22 the article I was referring to is this one https://en.wikipedia.org/wiki/Type_26_frigate as you will see i has so far taken seven years from first steel cut to now and the first vessel, HMS Glasgow, is still not fully finished. I would observe that seven years is how long Team Resolute has to build all three FSS ships. It is also worth noting that despite all their experience when BAe and BAB had to do an open tender for the FSS no only did they lose to Team Resolute their bid was non compliant. So yes I do believe in a fair competition HARL could win a bid against BAe and BAB.
