Memorandum of Understanding seems very Probable. An MOU is a formal Gentlemens agreement and can be between 2 parties or several. My reasoning? A Major Miner could do Necessary tests in Short order, 2 even faster. Speed is of the essence here, World does not have luxury of Time here.
