This delay was bound to happen, the world has come to a standstill & international companies are caught up. But like the man said, nothing has been cancelled & everything is still on the table. Stop getting hysterical & throwing your toys out the pram, couple more months is not going to make a difference in the long run.

"Out" means the opposite: I'm done talking and am not hanging around for a reply. In other words, "over" is used in the middle of a exchange, while "out" is used only to end one.
