Garry your right we should not speculate. Just one thought though. It's pure water that freezes at 0 ( or 32 if your that way inclined ). Non pure water will freeze below zero at varying temps depending on the impurity. The water to be treated could still be transported whilst still fluid at zero or a bit below say -5 ish. I'm pretty sure sea water freezes at -7 so it's possible we could be over pessimistic, but then I could be talking 2 round spherical things.
