NATO reneged on this as they said the agreement was with the Soviet Union and not with Russia therefore no longer stands. Typically they move the goalposts when it suits them, if this had been the other way around they would be calling for all sorts of sanctions.
The US led a coup in Ukraine in 2014, this war didn't start in Feb 2022, they then came out of Afghanistan to prepare to fight Russia by proxy, a US politician said on an interview "We'll fight them (Russia) over there so we don't have to fight them over here".
China is its own entity but every entity is stronger with strong allies.
They have already used Taiwan to provoke China, not quite on the scale of using Ukraine against Russia but it wouldn't surprise me if they did the same.

When was the last time the US wasn't at war or interfering somewhere?
They want to weaken Russia in order to weaken China, they cannot accept a strong China to compete with and they want to maintain hegemony so by weakening Russia they weaken China as they are allies. Eventually US will use NATO to attack China and will no doubt already have some excuse lined up for doing so.
US/NATO won't let the war end, they instigated it and they are making money from it. The US couldn't survive without it, their whole existence and economy is based on it.
