To me it looks like this is all part of the move forward which is why we have probably been waiting for licenses.
It was always a given that the government would get involved and if the payment goes towards the mining sector that surely a positive.

Bhp and newcrest can't move on this because of the standstill agreement and any 3rd party moving would release them.
I can't see Bhp allowing someone to take there 45p shares for mid 30s at all.

Recently it seem to have gone up to 10 million bit this could be because of other works ie feasibility and works on other sites.
