It's not really a big deal, the share has been fluctuating between 0.0070 and 0.14 for the last 5 months, it last went to 0.14 in February, so it's not like it was a random false spike.

The most important thing here is the company is a shell with 600k market cap, has appointed a number of new directors, is actively looking for a RTO.

Something to note was the move GILD made when it switched to ALRT, they stripped the previous business, got a new website up, new appointments.

ALRT is 1695% up since last year.
