If my old memory serves me well, at the flaring hearing not all members were in place for the start. One member was described as running late. The hearing continued as they still had a quorum.

The gent arrived at the point of voting, but could not as he had not listened to the evidence. If the gent arriving late was the Governor, then by inference he would normally take part in the hearings. Remember they occur 2nd Tues of each month,

Tend to agree with Fish that there was nothing fishy about the flaring objector, he was just a chancer that managed to get something from COPL.
