Good News - Noise & Air Quality comments added. Noise has no adverse comments. Air Quality - assessment and assumptions robust.

There are some action points on construction traffic and times and air quality measurement / monitoring from the gasifier but this also applies to the biomass plant. The comment on stack height is querying whether 13m is considered to be the best available technique.

Noise - This Unit is satisfied that the information provided demonstrates that the noise levels approved in planning application 10/01488/FUL are not exceeded and as such we have no adverse comments to make.
We would advise the conditioning of construction noise and hours to those levels and times consistent with the site wide approval.

Air Quality - The end unit will operate as a small waste incinerator process (SWIP) and as such will be regulated under the environmental permitting regulations. The report has assessed a number of pollutants and this Unit would agree that the assumptions used within this assessment are robust. Consequently this unit is satisfied with the conclusions of the report as it applies to the gasifier stack emissions.

With regard to emissions from the syngas engine stack we would query whether a minimum stack height of 13m would be considered BAT in light of the information submitted within the sensitivity analysis. Whilst of course the planning and environmental permitting regimes are separate, this will be an issue to be considered further during the permitting stage. In such circumstances the applicant may like to consider this matter now, prior to concluding this planning matter. However in purely planning terms having regard to relevant planning policy, we have no objection. (BAT is Best Available Technique).

We note the submission from the parish council to require monitoring for a year during its first full year operating at full capacity. This Unit would advise that verification monitoring is a well-established practice at this site (this also applies to biomass plant approval).
