The concert party Ivy mentioned probably already exists in UK law there are rules relating to investors acting in concert.
The 30% figure is critical for it to be called a concert the following excerpt taken from wikipedia.
A 'concert party' is a group of people acting in concert in a takeover bid. In the UK, there are rules for such bids, regulated by regulators such as the Takeover Panel.
There is a 30% threshold at which a mandatory offer must be made. This is considered to be reached when a concert party jointly hold 30% of the shares in a company, not when one of them does. The same applies to other financial instrument holdings such as derivatives. Some entities are presumed to be acting in concert unless shown otherwise. These include the directors, subsidiaries, associate companies and the parent company of the bidder.
Even entities that are not part of a concert party may find that rules applying to them: they are required to disclose dealings in the share of the bidder or the target. This concert now exist because of the joint fund raise between them 'acting in concert'.
If you look at the share holding both added up fall just below the 30% threshold indeed answers why Vulpes sold the 1.5 million or so shares earlier in the year.
This rule also means that any time Redmile take up up any of the loan notes can technically trigger a bid situation.

no job comes with a you have to purchase shares, no matter what you me or anybody else thinks, its his call and he has called it right .which if you are running the company you are invested in should be grateful for.

Now CH has to be very careful with the knowledge he has when he buys shares, he also doesnt want to throw away money if he doesnt think the time is right for his initial purchase.
Now the time is right the astute guy has been thrown the perfect vehicle for directors indeed any employee to purchase shares its done via his wages (his money whether you like it or not knowseli) but also doesnt pay any tax on it either the 25% of this part of his wage cant be taxed and if its set up through the right channels if he keeps them for a set period once bought are free from tax when sold win win very astute dont you think. All above board no matter how much great news he his aware of.
One post note to think about some directors not in this company have been blamed for buying shares and the price keeps falling giving the sense of false hope by investors and called for it.
A certain person may have been calling him for having the nerve to buy shares and give said person false hope if he had done so.
