Matrix, I think you are missing the obvious. PVF are maybe cleverer than Minty , they are embedded locals and they will get the whole licence eventually, leaving NUOG with nothing. If the flow test is seen as "dud" then the 50% royalty is worthless and a new deal will see Minty walk away to avoid decommissioning liability.

The premium was paid by the Quebec refinery after CBC did not take it. That was at the time of the last brief production operation. Why CBC did not take it is unknown. I spoke to the refinery at the time and they just told me no tankers from western NF had arrived for years.
