Driver monitoring systems are likely to become a lot more common in the coming years. The bill requires that within three years, DOT has to study ways to reduce driver distraction and then issue a formal rule, which would likely be a mandate for new cars to be fitted with distraction mitigation systems.
Although the bill does not call out any automaker by name, it specifically calls out "automation complacency by drivers" and "foreseeable misuse of advanced driver assistance systems" as problems that must be minimized or eliminated.
Additionally, the National Highway Traffic Safety Administration gets $109.7 million a year to conduct "behavioral research on Automated Systems and Advanced Driver Assistance Systems and improving consumer responses to safety recalls."
