Though i know how The treasury/hmrc love to retrospectively change rules in case of loan charge and IR35 nonsense (thelatter started by labour party - rumour has it that Primalo was dumped a freelancer and out pops ir35 rules)

Though consumers only need to hold tax and bank account records for 7 years , so not sure how HMRC can do anything to prove someone owes something unless the tax payer hands over records they dont have lol especially when HMRC arent prepared to say what they owe lol (sounds like they want the taxpayer to provide the rope which they wont/cant)

some seem to forget for the sidetrack- ANGS would get refund of 99p in the pound for cost of work

It may be not a placing , but these warrants have the same impact - dilution

u can also blame it on pro china left wing organisations like the scum ironically named GOOD LAW PROJECT for disrupting UK Gov choosing contracts with UK supplies (why is it ok for other countries in EUROPE such as GERMANY and FRANCE & usa and india to favour their companies over others but not the UK)
