I've been looking at the tight timings given (text pasted below).
The inspector might not decide to hold an inquiry.
If so, could he/she issue a recommendation to ministers soon after the deadline of 25 October?
If so, ministers could accept this recommendation while the COP meeting is underway in Glasgow as an example of what the UK is doing.
This would make sense from a political point of view, but is it realistic? Advice needed from someone with experience of these inquiry processes.
