If you read the MRE a bit closer you will see that the majority of the deposit presented is in the weathered surface layers and not fresh bedrock. The weathered bit is the large majority of the indicated resource and the fresh bedrock just over 50% of the inferred (lower confidence).
"· Friable, in-situ weathered zone: contains naturally forming TiO2 minerals, anatase and rutile, suitable for low-cost strip mining, with no overburden, no inter-burden, and no blasting required."
There is no hardrock blasting or crushing required for this material as I understand things so I think "Empire has Higher Mining Costs than Kenmare. They have to drill, blast, and crush rock. " in your post is factually incorrect.
