Im sure one or the other will apply...we dont know do we...but my point remains, no gov or public sector body is working to time at the moment... delays on everything...Working in the public sector I am well aware of the issues and the delays in getting anything reviewed, approved and signed off - to the point of missing deliverables on my current project...due to non availability of approvers to sign off docs etc...
your posts point to doom nd gloom ... the truth of the matter is we don't know and are all guessing.. i prefer my glass half full...
