The tanker won't be for water. IMHO
Produced water is dumped overboard, it doesn't go in a tanker. 30ppm is the legal limit that ur allowed to put into the sea, if it gets to 100ppm it's classed as a PON1 (oil spill) which is reportable to DECC or what ever they're called now. All the operator has to do is increase the water overboard sampling frequency, if it goes above 30ppm, until it cleans up, the usual solutions are adjusting the chemical rates or controlling the oil/water interface levels during the separation process, if it doesn't clean up the operator is supposed to shut in the well until a solution is found.
