who worked on the British Rail network for nearly 16 years, I never heard of late over-running of engineering works, that finished at 10 in the morning. That's the rush hour obliterated in the morning of that day.
At British Rail, engineering work would be completed at 4 or 5 a.m.
However, this engineering work is sub-contracted out now, probably with far fewer people, that's why you get ridiculously late over-running engineering work.
There's also 25 or 26 train operating companies, and so you have 25 or 26 lots of management, that's why train fares are so expensive.
