Definitely not a green light IMO. Politicians have to be seen to be doing things and listening to various constituencies. Some people want fracking so the government has to at least go through the motions of considering it. They may decide to give it the go ahead, but equally they may not. The public is clamoring for action to help with the immediate energy crisis and today's statement clearly notes the following.
'It remains the case that fracking in England would take years of exploration and development before commercial quantities of gas could be produced for the market, and would certainly have no effect on prices in the near term.'
I expect them to say yes for more UK offshore, more renewables, more house based energy saving, more LNG imports, more nuclear, but a NO for fracking.
