No it suggests they won't produce too much til they have an offtake agreement. Believe he said as much in an interview somewhere before they tied to get into bed with the chinese. Know it had something to do with environmental concerns as much as anything but would have to re watch all the old vids to find it so perhaps a job for the weekend.
