' If he won this, why stop?'
I don't know where you are getting your information from but he has won, this was declared over 12mths ago,

'The move has escalated fears among Western nations about a Russian invasion of Ukraine.'
Twelve months later and Russia has not invaded the rest of Ukraine, they will most likely use the Dnieper river as some sort of buffer zone and not cross over it themselves.
However what you have shared with me in your thoughts of history repeating itself from 1938 has been interesting, thanks for that.
Personally I would not wish to live in Russia or under Putin due to the lack of free speech and inability to hold any opinion against the government without fear of reprisals.
If Russia does cross over the Dnieper River, which I doubt it will, then yes we are at war with Russia.
However as predicted by fair geopolitical analysts the Taiwan issue would soon rear it's head and look what has happened after Putin and Xhi meet.
The dollar is in freefall, American banks are in structural issues and as for Credit Suisse in Switzerland nearly causing a banking run, one may say we are not as strong as we may think.
BRICS are getting stronger with many nations looking to de-dollarise, Russia is trading energy with this new forming bloc. Yes we have fought a war, a different war and our political class and NATO have failed us badly. That is the real issue for me not what is going on in Ukraine, can you not see it when you take a step back?
