Crusty, the 16TCF is only the area of the licence that has been 3d surveyed. It does not include the extra 4 blocks that have yet to be 3D surveyed. Hence there is considerable upside to 16 TCF.
Development licence was originally only for the Ntorya discovery area. It's now been extended to a further 4 blocks. So now we have 9 blocks. The 4 extra blocks allow for exploration and any discovery to fall under the development licence for Ntorya. What they are saying is that Ntorya is an onshore leviathan and clearly the 3D has picked up that the field continues into the adjacent blocks.
I don't think you can dismiss these things that easily. Russia and China are likely to make a claim of any oil in British Antarctica if they think there is 500 billion barrels of oil in the Weddell Sea. It's an extremely valuable resource. It can easily be extracted, as mentioned in the article.

Obviously when the development licence drops the sp will bound onwards to 2p or more. Any pullback is a great chance to buy, although it won't last long and MM's are not going to give much away as they know 2p is coming.
Rookie - I think you'll find it's more than £1.5m. Mr Calgary has 75m shares and has bought between 1.5-7p. If his average is abut 3p then that would be £2.25M. I think it's probably more though.
