"SA's finance authority now wants short sellers to openly report their bets"

I've avoided saying this but:
April 2017 SP peaks 8.5p
up to Sep 2017 drops 25%
Sept 2017 SP peaks 10.5p
up to March 2018 drops 28%
May 2018 SP peaks 24p
drops 30%
Aug 2018 peak 29p
drop 30%
Dec peak 48.5p
drop 34%
...through all this we are still up 300% at current low.
I don't have the time or motivation to go back but pretty sure the posting on this BB would be exactly the same through each period.

Can't find what it is for either but looks like they have some time to resolve a certain issue:

To my knowledge it was re-opened Sept 2018

I currently live in Cape Town and load shedding is real, gruelling.
It begs the question though: if you were trying to push a radical transformation of Eskom, to what length would you go to drive home the urgency of the situation.
To be clear - I believe there is a scenario where this is being exacerbated for political purposes to ensure Eskom is dealt with swiftly.

Parts of Cape Town practically on shutdown for SONA
First glimpse already positive as budget for SONA was halved from previous year and reportedly spending is well under budget.
Post SONA gala for politicians canceled completely - far cry from the opulent Zuma years.
