The definition of BUYS and SELLS has nothing to do with the market itself and comes from a programme used by lse (and others).

For example, a "BUY" is a trade executed above the mid-point of the spread at the time, so everything depends upon the market-makers' spread at the time (which can change in a fraction of a second).

It's all part of the RNS of 24/05 in which ANGS acquired SEL's 49% of Saltfleetby, so it is well and truly in the share price by now.
It is also positive for the stock, as strategic investors follow through on coming on board.

Update on Commissioning and Drilling Schedule at Saltfleetby

The Company updates on progress on its commissioning schedule at Saltfleetby. With all equipment necessary to export sales gas now on site, the process has been handed over to commissioning specialists. Whilst the last of the electrical and mechanical tie-ins are being completed early next week, they will continue with hydrotesting (already largely complete,) nitrogen leak testing, final verification and function testing of all pressure equipment and finally live gas testing with well-head gas. This exercise is not wholly sequential as there is considerable overlap of function testing and leak testing.

Contractors are working toward a target date for first flow of well-head gas through the plant during the week commencing 20 June 2022 with first export (i.e. sales) nominations the week following. Angus looks forward to providing updates via Twitter, Linked-In and RNS Reach on detailed progress through the remainder of the commissioning sequence

The Company is also pleased to announce that it has concluded all preparatory risk assessment and planning for the forthcoming side-track at Saltfleetby and has advised suppliers of a spud date for drilling of 21 July 2022.

It's all in PI hands, as far as I am aware. Not aware of any institutional holding although, with time, some of their projects may attract institutional interest (Loxley, Portland gas storage).

Europe’s natural gas prices surged after a fire at a large export terminal in the US promised to wipe out deliveries to a market that’s on high alert over tight Russian supplies.

Benchmark futures traded in Amsterdam snapped a six-day falling streak, while UK prices jumped as much as 39%. The Freeport liquefied natural gas facility in Texas, which makes up about a fifth of all US exports of the fuel, will remain closed for at least three weeks. The US sent nearly 75% of all its LNG to Europe in the first four months of this year ...
