The Dutch government is set to permanently shut down the Groningen gas field in October, a move that may limit Europe’s supply buffer as it heads into the next winter.

The closure will take effect from October 1, people familiar with the matter said, asking not to be identified as the plans are still private. The official decision on the field will be taken during a cabinet meeting later this month, said a spokesperson for the Dutch State Secretary for Mining.

The field has been a key source of gas for much of western Europe, as well as a backbone of Dutch public finances, since production commenced in 1963 . . .

Key issue

Sarah Finch’s case is that it was unlawful for Surrey County Council to grant planning permission for oil extraction and extra drilling without assessing the level of greenhouse gas emissions caused by burning the produced oil (known as downstream or scope 3 emissions).

Her legal team has said this was required under directive 2011/92 EU of the European Parliament and the Town and Country Planning (Environmental Impact Assessment) Regulations.

Surrey County Council has argued that the law required an environmental impact assessment (EIA) to consider the impact of greenhouse gas emissions from the extraction of the oil but not its eventual use. It said the downstream emissions were not an effect of the development.

The danger for the economy is obvious: if Sarah Finch wins, the environmentalists will have received the green light to contest very many planning decisions across different sectors: housebuilding, plants for the manufacture of aircraft parts, dairy farming, etc etc.
