It's in the fiscal interests of the TZ Gov't for EDL to get the "stuff" out of the ground.
Their inability to accomplish this increases the likelihood of non-renewal.
Six years is a tiny duration in coal production.

Will be interesting to see what happens when EDL's mining licence expires.......??
