1- Qatar and UEA are strengthening relationship including commercial interests. UAE already own a good chunk of Vodafone

3- Qatar is investing in UK and UK companies big time and have shed load of money. Their country is tiny for the investment they want to undertake.
4- UK government has a soft spot for Qatar for supplying us with relatively cheaper gas & Oil.
5- Vodafone is CHEAP by all measures even with 30% premium
