I missed this one when the Aksa/GDC term sheet was announced, but this website mentions that Aksa had signed an MoU with the government already to build the power plant:

Sorry, I was not clear. The total shares in issue changed when Ahmet Dik exercised some options.

"A total of 433,735 new ordinary shares ("Ordinary Shares") of 0.5p each in the Company have been issued pursuant to the exercise of these options."

"Following Admission, the Company will have 256,861,796 Ordinary Shares in issue"

That's why the percentage of shares owned by Meridian changed, but not the amount.
