My assumption is that a judge just needs to read the report provided by the JPLs and then sign it off.

How can you be sure warrants were cleared? We would have an RNS stating warrants have been exercised.

Even if full lockdown happened, docs can be signed, agreements can be made, videoconference can be done. This project does not need a huge amount of people on the ground right now, it needs the guys in the offices to do their thing.
