Flatear, the officer's report is to help members to a decision.
They may accept, in which case no problem.
They may make a contrary decision. That is their right, else why have elections? If their contrary decision goes against planning law, an appeal may succeed and reverse their decision. The costs of this to&fro are often (NOT ALWAYS) borne by the mug punter ratepayers, maybe they don't mind if the members were supporting their wishes.
Perhaps you would rather live with soviet central planning. In France you might find an autoroute, LGV, or power station springing up where you least wanted it. Posters (Heid I think) have railed against the way amateur idiot local politicians have been allowed into the process, but, really I think its better than some alternatives. It's the way we are, good or Ill.
