Dear Senators and Members of Congress,
We, a group of concerned Georgian citizens write to you today, to bring your attention to some of
the misconceptions and fabrications that, in our honest opinion, have primarily contributed to the
current deterioration of Georgia-US business relations.
Notwithstanding the legitimate grievances that US business entities can hold against Georgian state
and its financial and/or political institutions, it is undeniable that only one company – Frontera
Resources Corporation has contributed overwhelming majority of complaints and accusations
pertaining to the allegedly declining business environment in Georgia. Below you will find well- documented facts about the recent activities of Frontera, its affiliates, and board members that we
find dishonest, suspect and worthy of additional scrutiny.
In December 2019, Frontera’s Georgian subsidiary, in an illegal retaliation against the local workers
who went on a strike demanding the payment of almost one year’s worth of overdue salaries, has
fired approximately one-hundred of its employees[1, 2]
and as a result, the company is now
confronted with several class-action and individual lawsuits filed in connection with the
aforementioned wrongful terminations.
In January 2020, Frontera Resources set in motion a well-planned campaign with a vaguely disguised
goal of (1) influencing the Tribunal of the Permanent Court of Arbitration in the Hague, which at that
point in time was rendering its final decision with respect to commercial dispute between Frontera
and the Georgian state; and (2) preemptively putting pressure on Georgian oil and gas institutions
and political establishment to gain the immunity from the anticipated consequences of such
arbitration award.

Regrettably, Messrs. Markwayne Mullin[4]
, Brian Babin[5]
, Pete Olson[6]
and Randy Weber[7]
have
been first deceived into believing, and afterwards solicited to voice a falsehood, that Frontera has
been subjected to contract cancellation attempts and expropriation attacks by the Georgian
government. These statements made in support of Frontera and further promulgated by the
company, besides having no factual grounds, later have been found to be unsubstantiated by the
Arbitration Tribunal itself.
