Because so far no one thinks paying 8.5p is worth anything said in the RNS so no one's willing to drive it up.

Once the MM's realise this they will take it down a few notches to find where people are willing to take a bet and its likely to be around the 5-6p mark.

People want value, they dont want to be looking at red sheets over Christmas.
