Agree a little with you on Portuguese legal experts, but maybe a source good enough to understand/interpret the text, this isn't the first legal document posted here on the matter, they've had plenty of time to ask around.

I have a theory on this issue and apply it to a variety of news releases on all BB's. MM's obviously are aware of official announcements, my theory is they also research bb's for SH's who find relevant news to their stock. Example, cause's.

The action then they take, remembering they care not for the stock per se but their trades.

Good news drop price, for it, will turn upwards aka increase trading and their profits
Bad news, raise the price, for it will fall...as above
Indifferent news, leave as is, baring normal fluctuations while concentrating on the above with other stocks.
