The field is the only exporter of natural gas from Slovenia and has lots of infrastructure spent on it already. It would be fool hardy for national energy security to discard it or not let someone set it up.

Have been issued and then delayed, it can be argued unlawfully, and then had to comply with new legislation we are told this process is close to ending and the permits are expected to be issued. It is unlikely that ARSO and CEO would make such strong indications.
Changing the slow processes in Slovenia was part of the new Governments mandate.
Many reports regarding the permit do back the official RNS, communications from CEO and ARSO that the permit is to be issued soon and defiantly before new year. It could well be tomorrow, or have been issued and not communicated yet.
