Part of the ROFR sale agreement could be to demonstrate the ability to gain 100% of a Rosgeo JV asset prior to selling it on, once the first one (NYUD) is done, any buyer would be more confident in securing further assets under the same ROFR terms.
If, as i currently think, that Norilsk are moving as part of a consortium, they will want everything to be able to move across as smoothly as possible. Moving in tandem with their development and expansion plans for the area. That would require a relevant ROFR in place to allow the consortium to buy further assets when they are JORC ready.
That is a for sale scenario theory, there is of course a possibility that Eurasia may take some parts to production themselves. Both paths require the JORC's to be done, one path for maximum sale value, the other for transparency of resources prior to any production.
