No, not this long.
Delays can be caused by non receipt of the payment from custodians
or the registrars and other reasons.
I find that with certain stocks the payment is a bit late, but most are early on the payment day or even as I have received lately, payments early on a Saturday when due day was the Monday following

1 in 40 shares in the market was 10,184,894. Number of shares offered for tender was 154,132,053.

Sterling needs a higher base rate - at least a further 0.75% increase should be made asap and then another 0.75% at least at the next scheduled meeting .
