Employee share schemes are part of a remuneration package when starting a job, whether it is receiving shares (having skin in the game), which have to be kept for a number of years to get the full tax benefits, or simply the ability to save over a period of time to then decide to purchase new shares or not.

Again clueless - buybacks are undertaken to reduce share capital ,as a return mechanism to shareholders, The Lloyds buybacks currently have made a big difference in share price over what it would otherwise have been. They are especially beneficial when conducted at low valuation levels as we currently have.
