I don't understand what you mean when you say 'until shares become available'? Shares are available? Re: Cross-listed shares are generally fungible, meaning they can be readily exchanged between different exchanges, though sometimes there may be differences in currency or share classes.
Surely that was the point of the cross listing, so shares are available across the 2 exchanges? Either I'm wrong, which I'll willingly except if you or someone can provide an explanation. Or you, and your 36 recommendations are wrong/under the wrong impression? If I'm right then there is no reason aussie institutions cannot buy in, so there would be some other reason why they haven't as yet? Just trying to get clarity on this?
