Regulator...I think a lot of people have overlooked that but personal opinion is that whoever the buyer is, they should be able to shift 1M masks per month...

The order is also conditional on the buyer entering into sales contracts to sell a similar volume of masks per month.

So the buyer has to find a buyer for the masks or else no deal.
