If you look at the Rules around RNS releases that are price sensitive, moved well over 10% although there is no 10% set in stone rule, he may be lucky to get there.

From what I can gather from everywhere about the gold ore movements are that the mining office does have all of the figures, production, processing etc, so they must be recorded.

The figures have been given back to the mining companies highlighting the tonnages/ounces where tax is unpaid.

Firstly the companies disputed that tax was to pay and allegedly big companies wanted to take it to international courts.

That seems to have dwindled to contesting the figures.

Potentially they may have sought Chinese accounting expertise - but it is a big leap without someone saying it was the case.

Also the YouTube guy is not totally correct, some good faith deposits have been paid while they negotiate around the figures.
