You have quoted 6 years of prices that are well ahead of the current price of around $200 mtu.
So unless prices take a major uplift those Ebitda figures are meaningless.

Have you ever looked at the accounts ?
Net cash spent for the 12 months up to the end of 2018 was £24m, I would envisage 2019 could be a higher spend !.
On that basis the 9m will be well spent.
