I don't think the BOD is very confident in the increase in SP, so they are increasing their salaries to match with the current lower SP.
In addition did you read the sentence with regards to the 19.9% corner stone placement -- "to be undertaken at an issue price equal to or above the prevailing price of Shares at the date of issue"
To me it appears that the BOD is aware of a fixed price this corner stone investor is prepared to pay and would inform us either as a premium or at par depending on the SP at the time of issue
