Scapa Flow...Flotta is a small island in Orkney, Scotland, lying in Scapa Flow. The island is known for its large oil terminal.

I think camelot is suggesting oil is being sold.. It is not unusual in normal times to see so many tankers in the sounds around the islands waiting their turn for hook up.
