David took the design with him as revenge.
They then got rid of Tim Yeo.
Phe cannot admit what happened and have had to redesign the whole thing from scratch.
I'm not saying this happened definitely. It's me reading between the lines. I am saying this is one possible cause and scenario. Pure speculation.
If this is the case then I believe everything is OK. Enough time has passed and they should be well on their way with the design.
